If the frames are rotting, the seals have failed or the windows leak air, replacement is the right call. Film won't fix those.
Heat from the sun: film rejects solar heat through the glass you already have. New windows only do this if you order a low-E or tinted glass package.
Glare: film lets you choose how much glare to cut. Standard clear glass in new windows still lets glare in.
UV fading: film blocks up to 99% of UV rays. New windows vary by coating.
Drafts and air leaks: film doesn't fix these. New windows do.
Fogged or failed seals: film doesn't fix these. New windows do.
